Prime Minister Narendra Modi officially dedicated the Seva Teerth complex on Friday, the newly established facility that accommodates the Prime Minister’s Office, the National Security Council Secretariat, and the Cabinet Secretariat.
Later during the evening, the Prime Minister will also inaugurate Kartavya Bhavan-1 and Kartavya Bhavan-2, which now host multiple important ministries. He is additionally expected to speak at a public event at Seva Teerth at nearly 6 pm.
As per the PMO, the ministries shifted to Kartavya Bhavan-1 and 2 include the Ministry of Finance, Ministry of Defence, Ministry of Health and Family Welfare, Ministry of Corporate Affairs, Ministry of Education, Ministry of Culture, Ministry of Law and Justice, Ministry of Information and Broadcasting, Ministry of Agriculture and Farmers Welfare, Ministry of Chemicals and Fertilizers, and the Ministry of Tribal Affairs.
The PMO termed the inauguration a “landmark transformation” in India’s administrative governance framework, embodying the Prime Minister’s vision of creating a modern, streamlined, accessible, and citizen-focused governance system.
The transfer of ministries became necessary due to what the PMO described as “scattered and outdated infrastructure located across several sites in the Central Vista area.” According to the statement, this fragmentation had resulted in administrative inefficiencies, coordination difficulties, rising maintenance expenditure, and less-than-ideal working conditions.
“These newly developed complexes resolve these concerns by integrating administrative operations within modern, future-oriented facilities,” the PMO stated.
Both complexes are equipped with digitally connected offices, organised public interaction zones, and centralised reception systems. These initiatives are anticipated to strengthen coordination, boost efficiency, simplify governance mechanisms, improve citizen interaction, and support employee welfare.
Built to satisfy 4-Star GRIHA standards, the structures integrate renewable energy infrastructure, water-saving mechanisms, waste management systems, and high-efficiency building envelopes.
“The complexes further incorporate extensive safety and security systems, including smart access control mechanisms, surveillance grids, and advanced emergency response infrastructure, ensuring a protected and accessible environment for officials and visitors,” the PMO further stated.
Since 2014, the Modi government has steadily undertaken measures to move beyond symbols associated with India’s colonial era and encourage a broader shift in mindset.
Among the significant changes are the relocation of the Prime Minister’s Office from South Block to the newly constructed Seva Teerth complex, the renaming of the Central Secretariat as Kartavya Bhavan, Rajpath being redesignated as Kartavya Path, Race Course Road renamed Lok Kalyan Marg, and several Raj Bhavans and Raj Niwas across the nation now being referred to as Lok Bhavan or Lok Niwas.
